Every vehicle stopped or parked upon a street where there is no adjacent curb shall, except as herein provided, be so stopped or parked with the right hand wheels of the vehicle parallel with the right-hand edge of the street and with the side of the vehicle nearest the center of the street being at least ten feet from the center of the paved portion of the roadway.
