Robert's Rules of Order, Revised, shall govern the parliamentary procedures of the Recreation Commission except in the event a state statute expressly requires a different procedure. The Recreation Commission shall develop a complete set of by-laws governing the internal affairs and operations of the Recreation Commission, which by-laws shall not be effective until approved by City Council, who may also, at any time, revoke, modify or amend any such by-law.
