The Recreation Commission shall have the power and authority to perform the acts herein enumerated, together with such other powers as are necessarily incident thereto, including the following.
(A) Power to solicit or receive gifts and requests of money or any other property or donations from the general public for furtherance of objectives.
(B) Authority to expend money, appropriated by the City Council, for recreation programs and to purchase supplies and equipment necessary for furtherance of programs.
