Under circumstances affecting city parks or public grounds considered by the city police to be hazardous to the health, and/or welfare, and/or safety, and/or preservation of persons, and/or property, the police are authorized to temporarily close any city parks or public grounds at any hour. No person shall loiter or remain within or on any park or public grounds after such order to vacate has been given by the Police Department.
