SECTION 2.3 PRIMARY ELECTIONS ELIMINATED.
   As of the election of November 2, 2010, non-partisan city primary elections shall be eliminated within the city. Instead, the nominating of candidates for elective city office shall be by nominating petition pursuant Charter Section 2.9.
