The Chief of Police shall have supervision and control of the Police Department and its members. The Police Chief shall be responsible to the City Council for law enforcement and for property of the city used by the Department. The Chief shall be responsible for the proper training and discipline of the members of the Department. The Chief shall be responsible for the keeping of adequate records, and the Chief shall report to the Council on the needs of the Department and its work. Every member of the Department subordinate to the Chief shall obey the instructions of the Chief and any superior officer. The City Council shall designate one of the police officers as Acting Chief, who shall have all the powers and duties of the Chief during his or her absence or disability.
