§ 33.02 MEMBERSHIP.
   The Chief of Police is the head of the Police Department, and the number of additional members of the Department, together with their ranks and titles, shall be determined by the City Council or the Police Chief. The compensation to be paid members of the Police Department shall be fixed by the Council. Members of the Department shall be appointed by approval of the City Council.
