§ 33.01 AUTHORITY AND PURPOSE.
   The Council has the power to establish a Police Department, appoint its officers and members and prescribe their duties, and provide the equipment necessary for police enforcement and to adopt such ordinances as are reasonable and expedient to execute its police enforcement duties.
