The fees prescribed in § 30.107 are not for the purpose of defraying the costs of extension of sewer service but for the purpose of making central collection and treatment plant facilities available. When sewer service extensions are constructed by developers and dedicated to the city, the connection fees provided herein shall constitute the total sewer connections fee assessed by the city. When it is necessary for the city to provide for the construction of extensions of sewer service, then the cost of such construction shall be prorated among the benefited properties.
