Any person desiring a license under the provisions of sections 3-2-1 and 3-2-2 of this chapter shall make application, in writing, to the board of trustees, stating therein the kind and number of tables, alleys or grounds upon which he desires to take out such licenses, also describing the building in which the same are to be located and the lot and block on which the building is situated. The applicant shall also file with such application the treasurer's receipt for the license fee as provided in section 3-2-2 of this chapter. Such license, if granted, shall be signed by the president of the board of trustees and the clerk, and shall not be transferable to any person without the consent of the village board; provided, the village board may grant such licenses for a less than one year period.
