All roofs installed in the Village of Crestwood after the date of the enactment of this section, with a roof pitch of five inches on a 12 inch scale or less (commonly referred to in the building industry as a 5/12 pitch for roof), shall have installed an ice and water shield barrier that consists of at least two layers of underlayment cemented together or a self-adhering polymer modified bitumen sheet shall be used in lieu of normal underlayment and extend from the lowest edges of all roof surfaces to a point at least 72 inches inside the exterior wall lining of the roof and in all roof valleys. Such product shall comply with the minimum requirements of underlayment with ASTM D 266, Type I or ASTM D 4869.
