Provided that the a parcel in the Crestwood Commercial Zoning District exceeds 250 feet in its greatest linear dimension and five acres in net acres (excluding streets) the operation of an off-track wagering facility and the taking of wagers upon athletic events and all other events as defined and permitted by Illinois for a wagering or sports book facility, together with the service of food and alcoholic beverages, conditioned upon the issuance of village licenses, shall be a permitted use, all in accordance with the Village Plan and Zoning Ordinance.
