§ 34.19 COMMANDERS.
   (A)   Designation. The Chief of Police is authorized, but not required, to designate up to two Commanders for the Police Department in his or her sole discretion. Only full-time police officers shall be eligible for designation as Commander.
   (B)   Special duty assignment. Commanders are not intended and shall not be deemed to be a rank separate from the rank of full-time police officer. Rather, Commanders are full-time police officers that have been assigned special duties by the Chief of Police. At all times that any full-time police officer of the Police Department is designated as a Commander, that officer shall continue to hold the rank of full-time police officer and shall receive all compensation, benefits, entitlements, and protections to which that office is entitled.
   (C)   Term and removal. Any full-time police officer designated as a Commander shall serve in such capacity and perform any and all additional duties assigned to him or her by the Chief of Police at his or her pleasure. The Chief of Police can remove and reassign the duties of any Commander to any other full-time police officer at any time and for any reason or no reason at all, provided that such reassignment shall not have any effect on said Commander’s office and rank as a full-time police officer of the village.
   (D)   Command staff; duties. It is the express intent of this provision to provide the Chief of Police with the ability to designate specific individual full-time police officers to serve as part of his or her command staff and to assist him or her in performing his or her duties as the Chief of Police. Commanders shall not be superior to other full-time police officers, but they may exercise command authority over such officers when directed by the Chief of Police. Commanders shall have such duties as may be assigned to them by the Chief of Police, by general order, or by resolution of the corporate authorities. All of the duties of a Commander are in addition to their duties as a full-time officer of the Police Department.
   (E)   Compensation. Commanders are full-time police officers and shall receive all compensation due to them on account of that office. Further, insofar as Commanders may be assigned additional duties beyond their normal duties as full-time police officers, they shall receive such additional compensation as the corporate authorities may provide by ordinance.
