It shall be unlawful for any person to transport, carry or possess any container of wine, beer or other alcoholic liquor that is open or has a seal broken, while on any public area in the village, unless such public area is a permitted area under the terms of a liquor license or permit issued by the village, or other authorization provided for under the Village Code.
