The Building Commissioner shall, upon notice to the owner of a vacant building, have the right to modify the vacant building plan by modifying the dates of performance, the proposed methods of action or by imposing additional requirements consistent with this chapter as he or she deems necessary to protect the public health, safety or general welfare.
