This chapter shall not be construed to prevent the enforcement of other applicable ordinances, codes, statutes, laws, orders, rules or regulations that prescribe standards for the subject matter of this chapter. In the event of a conflict between the provisions of this chapter and any other ordinance, code, statute, law, order, rule or regulation, the most restrictive shall apply.
