§ 125.03 MINIMUM STANDARDS.
   (A)   Village regulations. Each home regulated by this chapter shall have a fire alarm system, an automatic sprinkler system throughout the structure, and at least one standard fire extinguisher on every floor and basement and shall, in all respects, comply with the building and zoning provisions and fire regulations of the Village Code.
   (B)   Isolation rooms. Each home regulated by this chapter shall be provided with a suitable room or rooms, approved by the county and state Health Departments, to be used for cases of serious illness, terminal illness, and for the isolation of contagious, infectious, epidemic or communicable diseases. Each room thus provided shall have a stationary washstand with a supply of hot and cold running water.
   (C)   Holding rooms or areas. Each home regulated by this chapter shall be provided with a suitable room or area, approved by the county and state Health Departments, for the proper care of deceased residents pending their removal, after the resident has been pronounced dead by a physician.
   (D)   Storage of narcotics and drugs. Each home regulated by this chapter shall be provided with secure storage, under lock and key, for all controlled substances in the possession of the home. Each such storage area shall be secured by at least two locks with separate keys.
   (E)   State health regulations. Each home regulated by this chapter shall comply with the minimum standards, rules, and regulations prescribed by the Illinois Department of Public Health pursuant to its authority under the Nursing Home Care Act (ILCS Ch. 210, Act 45).
      (1)   The following rules and regulations which were published by the Illinois Department of Public Health pursuant to its authority are incorporated herein by reference:
         (a)   Minimum Standards, Rules and Regulations for License of Community Living Facilities, dated December 28,1976, and as amended thereafter, from time to time.
         (b)   Minimum Standards, Rules and Regulations for License of Intermediate Care Facilities for the Developmentally Disabled, dated August 28, 1975, and as amended thereafter, from time to time;
         (c)   Long-Term Care Facilities - Minimum Standards, Rules and Regulations, dated December 28,1976, and as amended thereafter, from time to time.
      (2)   Three copies of such rules and regulations have been made available for public inspection at the Village Hall for at least 30 days prior to the enactment of this chapter.
   (F)   Controlled substances. No person who operates, manages or is employed by a home regulated by this chapter shall manufacture, distribute, or dispense any controlled substance unless such person is registered by the Illinois Department of Registration and Education pursuant to the provisions of Illinois Controlled Substances Act (ILCS Ch. 720, Act 570, § 302).
   (G)   Maintain all necessary security and security personnel 24 hours to retain admitted patients in the facility until such patients are discharged, signed out or discharged, whether such discharge is voluntary or involuntary.
   (H)   All nursing homes, sheltered care homes, and homes for the Aged shall maintain the facility as an alcohol and drug free facility, except for the administration of prescribed medication and the consumption of alcohol by patients only, as prescribed by written guidelines.
   (I)   All nursing homes, sheltered care homes, and homes for the aged shall secure all doors and windows to provide proper security to the residents of such nursing homes, sheltered care homes, and homes for the aged to provide security to neighbors adjoining the facility consistent with § 300.2900(d) (2) of the Skilled Nursing and Intermediate Care Facilities Code (III. Admin. Code Title 77, § 300.2900(d)(2)).
   (J)   All nursing homes, sheltered care homes, and homes for the aged shall provide proper supervision for all activities conducted outside the nursing home building, sheltered care home building, or home for the aged building, respectively, whether on facility’s premises or otherwise.
   (K)   All nursing homes, sheltered care homes, and homes for the aged shall provide frequent and meaningful social activities for the residents with a monthly copy of the activities calendar, upon request, for the Mayor or his or her designated village employee or inspector.
   (L)   All nursing homes, sheltered care homes, and homes for the aged shall maintain established procedures for the admission and discharge of patients between the hours of 8:00 a.m. and 10:00 p.m. except for patients discharged by a hospital and transferred directly to such facility or other bona fide medical emergencies.
   (M)   All nursing homes, sheltered care homes, and homes for the aged shall provide an outside recreational area for residents that are secure by fencing, with cameras and key or similar restricted egress, with fencing for areas within 500 feet of adjoining residential zoning districts.
