§ 159.002 INTERPRETATION AND PURPOSE.
   (A)   Minimum requirements; purpose. The provisions of this chapter shall be held to be minimum requirements adopted for promotion of a Comprehensive Plan and designed:
      (1)   To lessen congestion in the streets;
      (2)   To secure safety from fire, panic and other dangers;
      (3)   To provide adequate light and air;
      (4)   To prevent the overcrowding of land;
      (5)   To avoid undue concentration of population;
      (6)   To facilitate the adequate provisions of transportation, water, sewerage, schools, parks and public requirements; and
      (7)   To promote the public interest, health, comfort, convenience and safety for general welfare.
   (B)   Relationship with other laws; effect on existing agreements. It is not intended by this chapter to interfere with or abrogate or annul any ordinance, rules, regulations or permits previously adopted or issued and not in conflict with any of the provisions of this chapter or which shall be adopted or issued, pursuant to law, relating to the use of buildings or premises, nor is it intended by this chapter to interfere with or abrogate or annul any easements, covenants or other agreements between parties; provided, however, that, where this chapter imposes a greater restriction upon the use of buildings or premises or upon height of buildings or requires larger open spaces than are imposed or required by the ordinances, rules, regulations or permits, or by easements, covenants or agreements, the provisions of this chapter shall control.
