§ 156.16 INTERPRETATION AND APPLICATION OF PLAN.
   In interpreting and applying the provisions of this Plan, the provisions shall, in every instance, be held to the minimum reasonable requirement adopted for the promotion of public health, safety, comfort, morals and welfare.
