No recorder shall record any map, plat, plan or subdivision of land situated in the village nor within one and one-half miles of the corporate limits thereof and not included in any other municipality unless the map, plat, plan or subdivision is entitled to record by reason of official approval by the Village Plan Commission as required by these regulations and unless the subdivision shown thereon provided for streets, alleys and public grounds in conformity with the applicable requirements of these regulations and all other parts of the Official Plan of the village.
