From and after the effective date of these rules and regulations, it shall be unlawful to sell any lot or block or portion thereof which is subject to the provisions of this chapter within the village or contiguous unincorporated territory not more than one and one-half miles beyond the corporate limits of the village and not included in any other municipality unless a plan or plat:
(A) Has been recorded with the office of the appropriate County Recorder prior to the adoption of these regulations; or
(B) Has been approved by the Village Plan Commission and been recorded in compliance with these regulations.
