§ 153.03 PERMIT TO CONSTRUCT.
   (A)   Permit required. No person shall proceed to construct a private swimming pool or make major alterations at an existing private pool without first having obtained a permit therefor, issued and signed by the Village Clerk or his authorized representative upon approval of the applicant.
   (B)   Application for permit. Application for a permit shall be in writing in the form prescribed by the Building Commissioner. The application shall contain information as shall be required by the Building Commissioner for a proper understanding of the proposed work.
   (C)   Construction plans. All drawings and plans for the construction, installation, enlargement or alteration of any private swimming pool and appurtenances shall first be presented to the Building Commissioner who shall present same to the Chairperson of the Buildings and Plats Committee. The Building and Plats Committee will then approve or reject plans or drawings within 15 days.
   (D)   Permit fees. The fee for a permit for the erection or construction of a swimming pool shall be $5 for each 50 square feet or fraction thereof of surface area to be contained within the proposed pool as determined by the plans and specifications submitted with the application for permit.
   (E)   Exemptions from provisions. The provisions of divisions (A), (B) and (C) above shall not apply to swimming pools of permanent nature which have been constructed prior to the effective date hereof.
