(A) At the time of issuance of a permit for the installation upon the commercial or light or heavy industrial property owned by the applicant, the permit fee shall be $0.25 per square foot of display area, including all exposed sides, but no less than $5, and no annual renewal permit fee shall be required.
(B) (1) At the time of issuance of a permit for the installation upon the commercial or light or heavy industrial property not owned by the applicant, the permit fee shall be $0.25 per square foot of display area, including all exposed sides, but no less than $5, and the annual renewal permit fee shall be identical in amount and the same as the initial permit fee at the time of issuance.
(2) The period for which permits required by the provisions of this chapter shall run shall be the same as the general license year.
