§ 152.02 APPLICATION FOR PERMIT; PLANS AND SPECIFICATIONS.
   The permits required by the provisions of this chapter shall be obtained from the Building Commissioner on written application therefor by the person erecting, constructing or maintaining the billboard, signboard or sign, and the application shall be accompanied by the plans and specifications showing the size and character of the proposed sign, billboard or signboard and the location of the same. If the plan and specifications shall be in accordance with the provisions of this chapter, the Building Commissioner shall, thereupon, issue a permit for the erection of the sign, billboard or signboard upon the payment by the applicant of a fee for each billboard or signboard; provided, the Building Commissioner shall not be obliged to issue a permit for the erection, construction or maintenance of any billboard or signboard in any location where the billboard or signboard would or might constitute a dangerous obstruction to the view or a menace to the physical welfare of persons traveling on any highway or on any sidewalk, path or way abutting thereon.
