No person shall erect or maintain any sign, billboard or signboard in the village without having first obtained a permit therefor and, thereafter, having renewed the permit as provided in this chapter. However, no permit shall be required for the erection or maintenance of any sign by the village or by any of its officials on any property owned or leased by the village.
