(A) No person shall engage in the business of a pawnbroker or dealer of second hand property within the village without a license. No junk peddler, junk facility or secondhand dealer shall, during the period for which he or she shall have been licensed or permitted as such, receive or hold any license to engage in the business of a pawnbroker.
(B) No license issued under the provisions of this chapter shall be transferable to any person except upon the written consent of the Mayor and Board of Trustees endorsed therein.
