§ 119.04 VEHICLE REQUIREMENTS.
   (A)   Age and condition of vehicles; inspections.
      (1)   No vehicle shall be licensed as a taxicab, whether upon new application or renewal, until it has been thoroughly and carefully inspected and examined and found to be in a thoroughly safe condition for the transportation of passengers, clean, fit, of good appearance and well painted.
      (2)   It shall be the duty of the owner of each taxicab to submit to the Chief of Police each taxicab for inspection prior to the issuance of the license and at least once every year thereafter, or at any time upon complaint.
      (3)   The Chief of Police shall make or have made by his or her inspectors or a qualified automobile mechanic examination and inspection before a license shall be issued.
   (B)   Taxicab colors and name. No taxicab license shall be issued under the provisions of this chapter to any person having the name or colors of his or her taxicab similar to that of any other person having a taxicab license within the corporate limits of the village.
