No person shall engage in or carry on the business of removing or transporting the contents of catch basins or sewers or refuse of like nature, by wagon or otherwise or, in any manner, engage in or carry on the business of cleaning catch basins, which shall mean cleaning only and not repairing of sewers, within the village, without first having obtained a license from the village to do so.
