§ 110.03 LICENSES REQUIRED.
   It shall be unlawful for any person to engage in the business of a commercial establishment, business and/or commercial enterprise or activities as enumerated in § 110.14, or as otherwise provided herein, without having first obtained a license therefor.
   (A)   Procurement of license prior to the commencement of operations. All commercial establishments so required to obtain a commercial license by this chapter shall obtain such license prior to opening for business or operations in the village.
   (B)   Renewal of license. All licenses shall be subject to renewal on January 1 of each year. All licensed businesses shall re-apply and pay required renewal fees prior to December 1 of the prior year for such succeeding year.
   (C)   Late fees for failure to comply. The following late fees shall be payable for the failure to procure a license as herein required:
      (1)   Failure to procure license prior to opening. A late fee equal to the license fee shall be payable.
      (2)   Failure to renew. A late fee equal to $50 shall be payable if renewal occurs within ten days after the required renewal date of December 1. Thereafter, such late fee shall be equal to the license fee.
