(A) Smoking is prohibited in all publicly owned buildings, excluding buildings which are leased or licensed to private entities and under the control of those entities, or within ten feet of an entrance to the building, excepting any open air patio, veranda, balcony or the like adjoining the publicly owned building.
(B) Smoking is prohibited in all buildings used for the purpose of educating children, any of whom are under the age of 18 years, or within ten feet of an entrance to the building.
