(A) Except as provided in division (B) hereof, it shall be unlawful for any person to detonate, use or explode any explosives.
(B) No person shall blast or carry on any blasting operations without first having obtained a permit from the Fire Chief, the Building Department or other departments or bureaus having control over the work, which permit must be approved by the Board of Trustees before issuance. The applicant for the permit must file a bond deemed adequate in each case by the Fire Chief and Board of Trustees and approved by the Mayor, which bond shall become available in the payment of any damage arising from the neglect of the contractor or his or her agents or employees.
