(A) No person shall drive any vehicle upon any street or public highway in the village at a speed which is greater than is reasonable and proper with regard to traffic conditions and the use of the way or which endangers the safety of any person or property.
(B) The Village Board may from time to time establish speed limits applicable to particular streets or portions of streets. It shall be the duty of the Superintendent of Streets to install and maintain appropriate signs, signals or markings on the streets or portions of streets, giving notice of the allowable speed, and it shall be a misdemeanor to exceed the maximum speed so indicated. The maximum speed limits upon the following named streets within the village shall be as follows:
(1) Cicero Avenue (State Route "50"), from Cal-Sag Road to 143rd Street: 35 mph;
(2) Pulaski Avenue: 40 mph;
(3) Cal-Sag Road, from 127th Street to 135th Street: 35 mph;
(4) Turnpike Road, east of the centerline of Cicero Avenue: 35 mph;
(5) Turnpike Road, west of the centerline of Cicero Avenue: 40 mph;
(6) Central Avenue: 35 mph;
(7) Laramie Avenue: 20 mph;
(8) 135th Street, west of the centerline of Cicero Avenue: 35 mph;
(9) 135th Street, east of the centerline of Cicero Avenue and west of the centerline of Keeler Avenue: 40 mph;
(10) 135th Street, east of the centerline of Keeler Avenue: 35 mph;
(11) 127th Street: 35 mph; and
(12) Long Avenue and all other streets and avenues within the village not stated in divisions (B)(1) through (11) directly above: 20 mph.
(C) The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed:
(1) When approaching a hill crest;
(2) When traveling upon any narrow or winding roadway; or
(3) When special hazard exists with respect to pedestrians, other traffic, or by reason of weather or highway conditions; and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on, or entering, the highway and as may be necessary in compliance with legal requirements and the duty of all persons to use due care.
(D) This schedule shall not affect the speed limit on other streets in the village as established prior to the date hereof by ordinance.
(E) In every charge of violation of this section by failure to observe an applicable speed limit, the complaint and the summons or notice to appear shall specify the speed at which the defendant is alleged to have driven and the speed limit which is applicable at the place of the alleged violation.
(F) Any person, firm or corporation violating this schedule shall be fined not more than $500 for each offense.
