§ 77.06 PARKING FOR DISABLED PERSONS.
   (A)   The owner and operator, as qualified herein, of any motor vehicle displaying on its windshield an identification card declaring the owner and operator thereof to be a disabled person, which card has been issued by the village, any municipality or township or the state, or a motor vehicle bearing registration plates issued to a physically disabled person or disabled American service veteran pursuant to the applicable provisions of the State Vehicle Code, as amended, is exempt from any ordinance of the village or statute of the state imposing parking time restrictions within commercial, business and zoning districts, as defined by Chapter 159 of this code; however, the owner, operator and vehicle are subject to all ordinances, statutes and laws prohibiting:
      (1)   Parking in a "no stopping" zone;
      (2)   Parking in a "no standing" zone;
      (3)   Parking in front of or near fire hydrants, driveways, public building entrances and exits, bus stops and loading areas; and
      (4)   Parking in a place where the motor vehicle constitutes a traffic hazard.
   (B)   At all times, notwithstanding any provision herein, any vehicle parked pursuant to this section must be moved upon request by a village police officer.
   (C)   The parking privilege provided by this section is limited to the person to whom the described identification card or special registration plates, or both, are issued and to licensed operators acting under the express direction and in the presence of the disabled person.
