(A) Parallel parking. No person shall stand or park a vehicle in a roadway other than parallel with the edge of the roadway headed in the direction of lawful traffic movement and with the curbside wheels of the vehicle within 12 inches of the curb or edge of the roadway, except as otherwise provided in this section.
(B) Diagonal parking.
(1) It shall be unlawful for the operator of any vehicle to park the vehicle diagonally to the edge of the roadway, except where the diagonal parking is permitted by suitable signs and markings.
(2) For the purpose of facilitating the cleaning of streets, the Commissioner of Streets and Sanitation is authorized to erect temporary signs designating the days of the week and hours of the day and the part of the street in which the parking of vehicles is prohibited during the periods and at the location designated on the signs, as provided in division (B)(1) above.
