§ 76.14 PROHIBITED ACTS.
   (A)   Negligent driving. It shall be unlawful for any person to operate any vehicle upon a public way negligently, heedlessly and without due caution in a manner so as to endanger or be likely to endanger any person or property.
   (B)   Reckless driving. No person shall drive or operate any vehicle with a willful or a wanton disregard for the safety of persons or property.
   (C)   Drag racing.
      (1)   No person shall participate in drag racing as an operator of a motor vehicle on any public way or private or public parking lot in the village.
      (2)   For the purpose of this division (C), DRAG RACING means the act of two or more persons in two or more motor vehicles competing or racing on any street or public way or in any private or public parking lot in a situation in which one of the motor vehicles is beside or to the rear of a motor vehicle operated by a competing driver, and one driver attempts to prevent the other driver or drivers from passing or overtaking him or her.
      (3)   Speed and manner of driving alone shall be sufficient evidence of the violation of this division, and it shall not be necessary to prove that one of the drivers so involved attempted to prevent another driver from passing him or her by placing his or her vehicle in front of another vehicle or otherwise attempting to cut off a competing driver.
   (D)   Unlawful riding. No person shall ride on any vehicle upon any portion thereof not designed or intended for the use of passengers. This provision shall not apply to an employee engaged in the necessary discharge of a duty or to persons riding within the truck bodies in space intended for merchandise.
   (E)   Attaching to moving vehicles. Any person riding upon any bicycle, motorcycle, motor-driven cycle, coaster, sled, roller skates or any toy vehicle shall not attach the same or himself or herself to any moving vehicle upon any roadway.
