(A) The operator of a vehicle shall not so operate the vehicle or allow the same to remain upon any street in a manner as to form an unreasonable obstruction to the traffic thereon.
(B) No operator of a vehicle shall enter an intersection or crosswalk unless there is sufficient space beyond the intersection or crosswalk in the direction which the vehicle is proceeding to accommodate the vehicle without obstructing the passage of other vehicular traffic or pedestrians, notwithstanding any traffic-control signal indication to proceed.
