§ 73.03 USE OF ROADWAYS.
   (A)   Generally. At no place shall a pedestrian cross any roadway other than by the most direct route to the opposite curbing and, when crossing at any place other than a crosswalk, he or she shall yield the right-of-way to all vehicles upon the roadway.
   (B)   Pedestrians walking along roadways.
      (1)   Where sidewalks are provided, it shall be unlawful for any pedestrian to walk along and upon an adjacent roadway.
      (2)   Where sidewalks are not provided, any pedestrian walking along and upon a street or highway shall, when practicable, walk only on the left side of the roadway or its shoulder facing traffic which may approach from the opposite direction.
   (C)   Soliciting rides. It shall be unlawful for any person to stand or loiter upon any sidewalk, street, avenue, alley or public highway or grounds within the limits of the village for the purpose of "thumbing", requesting, asking or soliciting a ride from the operator of any motor vehicle.
   (D)   Obstructing traffic prohibited. It shall be unlawful for any person to willfully and unnecessarily hinder, obstruct or delay or to willfully and unnecessarily attempt to delay, hinder or obstruct any other person who is lawfully driving or traveling along or upon any sidewalk or roadway.
