No person residing within the village shall be exempt from the operation of this chapter or released from the payment of the license fee required by reason of the registering of an automobile or other vehicle in another state or sovereignty beyond the jurisdiction of the state, but if the automobile or other vehicle is used or operated on the public ways of the village, it shall be subject to the provisions of this chapter, even though it has been registered in some other jurisdiction outside of the state.
