The proceeds of the fees, except for the cost of tags and collection, shall be used for improving, paving, repairing and maintaining streets and other public roadways of the village; except that, if the Village Board directs, not more than the percentage of fees as allowed by the State Municipal Code of the annual gross revenue from these licenses may be used for the payment of salaries and wages of police officers engaged in regulation of traffic.
