Any owner, lien holder or other person with a legal interest in the vehicle who is not satisfied with the decision of the hearing officer shall have the right to appeal the decision to the circuit court pursuant to the Administrative Review Act, ILCS Ch. 735, Act 5, §§ 3-101 et seq.
