(A) Water service rates. For water service as follows:
(1) For single-family residential building users and for school districts, public library districts and church users:
(a) For the initial 10,000 gallons of water for each three-month quarter of a year, as billed by the Crestwood Water Department and as prescribed by this chapter, section, $72.
(b) For each 1,000 gallons of water (after the initial 10,000 gallons) for each three-month quarter, each 1,000 gallons shall be at the rate $7.20.
(c) The minimum charge for water service for each three-month quarter shall be $72.
(2) For condominiums/apartment buildings, computed as follows for each unit as defined by the building ordinances and Zoning Code of the Village of Crestwood:
(a) For the initial 3,000 gallons of water for each month, each 1,000 gallons shall be at the rate of $7.20.
(b) For each 1,000 gallons of water (after the initial 3,000 gallons) for each month, each 1,000 gallons shall be at the rate of $7.20.
(c) The minimum charge for water service for each month shall be $24.47.
(d) Notwithstanding the foregoing, whenever two or more dwelling units are served by a single water meter, the bracket of use, as established above, shall be multiplied by the number of dwelling units served through the said meter, and the minimum charge per month shall be multiplied by the number of dwelling units served.
(3) For commercial and industrial users:
(a) For the initial 3,000 gallons of water for each month, each 1,000 gallons shall be at the rate of $7.20.
(b) For each 1,000 gallons of water (after the initial 3,000 gallons) for each month, each 1,000 gallons shall be at the rate of $7.20.
(c) The minimum charge for water service for each month shall be $26.81.
(4) For rest homes, shelter-care facilities, nursing homes or hospital users:
(a) For the initial 10,000 gallons of water for each three-month quarter of a year as billed by the Crestwood Water Department and as prescribed by this section, each 1,000 gallons shall be at the rate of $7.20.
(b) For each 1,000 gallons of water (after the initial 10,000 gallons) for each three-month quarter, each 1,000 gallons shall be at the rate of $7.20.
(c) The minimum charge for water service for each three-month quarter shall be $72 for each user.
(5) For residential, apartment, commercial, industrial, rest home, shelter care, nursing home, hospital, school, park and church users not within the corporate limits of the Village of Crestwood, the water service charges and rates shall be as indicated in divisions (1) through (4) directly above, plus an additional charge, as determined by the Village Board, upon application for service by a prospective non-residential user, commensurate with the additional cost to the village for the providing of water service by a factor of 1.5 (150%).
(6) Water service charges and rates for installations not defined in the preceding divisions shall be determined and designated by the Village Board upon application for service by a prospective user.
(B) Capital improvement charge. The rate for capital improvements for water service for single-family residential buildings, school districts, public library districts, church users, condominiums/apartment buildings, commercial and industrial users, the additional charge for capital improvements instituted on November 1, 2014 shall continue to be charged for each 1,000 gallons of water at a rate of $2.06.
(C) Sewer consumption rates. The rates for sewer consumption, service and usage, as prescribed in this section of the Crestwood Village Code, are hereby amended to be and read as follows. For sewer service as follows:
(1) Single family residential. Twenty dollars per quarter.
(2) Condominiums/apartment buildings. Five dollars per month per unit.
(3) Specified users. For school districts, the park districts or church users, the sum of $4 per quarter for each toilet or urinal installed.
(4) Commercial and industrial users. Sewer service charges for industrial and commercial users shall be based upon water usage per month and computed as follows:
(a) Two dollars per 1,000 gallons of water for the first 10,000 gallons.
(b) One dollar fifty cents per 1,000 gallons of water for the next 90,000 gallons of water used.
(c) One dollar and twenty cents per 1,000 gallons for the next 100,000 gallons of water used.
(d) One dollar per 1,000 gallons for all usage over 200,000 gallons.
(e) The minimum usage charge for commercial and industrial users shall be $8 per month.
(5) For rest homes, shelter care facilities, nursing homes or hospital users. Two dollars and fifty cents per quarter for each and every bed permitted as defined by the Building Ordinance and Zoning Code of the Village of Crestwood.
(6) For single family residential, condominiums, apartment buildings, commercial users, industrial users, rest homes, shelter care facilities, nursing homes, hospitals, schools, parks and churches not within the corporate limits of the Village of Crestwood, the sewer service charges and rates shall be as indicated in divisions (1) through (5) of this division multiplied in each case by a factor of 1.50 (150%).
(7) Sewer service charges not defined in the preceding divisions shall be designated by the Board of Trustees and Mayor upon application for service by a prospective user.
