§ 50.17 CONSTRUCTION REGULATIONS.
   (A)   Supervision. All service pipes from the mains to the premises to be served shall be installed under the supervision of the Superintendent of Public Works.
   (B)   Responsibility for construction and costs. The installation shall be by the village or as hereinafter provided and shall be paid for by the owner of the property to be served, in accordance with a schedule of fees and charges hereinafter set forth.
   (C)   Specifications.
      (1)   The connections from the water main to the service cock shall be placed at least four feet below the level of the ground and shall be of lead or copper material. The pipe shall be so laid that it shall be at least one foot longer than if laid straight and placed in a manner as to prevent rupture or breakage from settling on the ground.
      (2)   If copper pipe is used, it shall be "Type K" with flared connections.
      (3)   A stopcock, to be known as the "service cock", shall be inserted in each connection at a convenient joint in the street, alley, public ground or place through which the connection passes, and whenever there are curb lines established, the service cock shall be placed not less than one foot, nor more than three feet, inside of the curb line with a cast-iron stop box to grade. In all cases, it shall be located under the direction of the Village Board and a record of the exact location thereof shall be kept. All stopcocks used in connection with the waterworks system or plant shall be "round way" and made of good brass and shall be of a quality known as "standard". They shall be strong enough to stand a pressure of 300 pounds per square inch.
      (4)   Services of two-inch internal diameter or larger shall be constructed of cast-iron pipe of a quality conforming to the specifications of the American Waterworks Association.
      (5)   Shut-off boxes or service boxes shall be placed on every service pipe and shall be located between the curb line and the sidewalk line where this is practicable. The boxes shall be so located that they are easily accessible and shall be protected from frost.
   (D)   Service to more than one premises.
      (1)   No service pipe shall be laid or used to supply water to two or more distinct premises or buildings unless separate stopcocks for each of the premises or buildings shall be placed in the parkway outside of the premises, as provided in this subchapter, and a permit fee shall be charged for each service.
      (2)   Two or more premises with separate owners or occupants shall not be supplied from the same service pipe. Owners of buildings who lease or subdivide shall be responsible for all water used on or in the premises. A separate service pipe shall be laid from the main for each building; except that, a service pipe may extend from an owner's home or place of business to his or her own barn or garage in the area, if desired.
   (E)   Excavations. In addition to the requirement of compliance with the regulations relating to the making of excavations in streets, excavations for installing service pipes, lines and utilities shall comply with the following requirements.
      (1)   All work done in the streets and alleys or public places of the village pertaining to the water, sewer or utility systems shall be done in a thorough and workmanlike manner and shall be under the supervision and direction of the Department of Public Works and subject to its approval.
      (2)   No water service shall be laid nearer than 18 inches from a parallel trench.
      (3)   The installation of all service pipes must be done in a workmanlike manner, under the supervision of the Superintendent and shall withstand a test of 125 pounds per square inch (PSI) pressure for a period of ten minutes without leaking.
      (4)   All service pipes shall be so laid so as to prevent freezing, breaking or rupture by settling.
      (5)   No service pipe shall be placed in the same excavation with or directly over any drain or sewer pipe, unless the service pipe is placed upon a shelf cut into solid, undisturbed earth at the side of excavation.
      (6)   All earth removed in excavating for the sewer and water service pipes shall be returned to the trenches from which it was taken and shall be replaced in layers not exceeding six inches in depth; each layer shall be thoroughly compacted by ramming, and the earth shall be moistened sufficiently to permit the return of all the earth to the trenches by ramming as above specified in areas of parkways or fields. All streets and roadways shall be backfilled with stone and shall be maintained for a period of one year in as good condition for travel as they were before the commencement of the work. All excess excavated material shall be removed by the contractor.
   (F)   Inspections. All water service pipes and connections shall be inspected and approved by the Village Board or other persons under its direction and no service pipes shall be covered until they have been so inspected.
