All persons authorized by the village, including, but not limited to, employees, officers and agents of the village, contractors, subcontractors, repairers, meter readers and inspectors, shall have the right, at all reasonable times, of access to any person's premises upon reasonable notice for the purpose of: ascertaining the number and type of water and sewer connections required by the combined system, to make necessary repairs and inspections, to make a record of the meter reading and to perform other duties necessary for the proper operation of the combined system. Any person refusing to permit or interfering with the authorized person's above-described right to access to the premises shall be subject to a penalty as herein provided.
