All village contracts shall include a provision requiring compliance with this subchapter. Any contracts negotiated, entered into, or performed in violation of any of the provisions of this subchapter shall be voidable as to the village. Any permit, license, ruling, determination or other official action of a village department or commission applied for, or in any other manner sought, obtained or undertaken in violation of any of the provisions of this subchapter, shall be invalid and without any force or effect whatsoever.
