§ 38.07 REPRESENTATION OF OTHER PERSONS.
   (A)   No village official or employee may represent, or derive any income or compensation from the representation of, any person other than the village in any formal or informal proceeding or transaction before any village commission or board in which the commission’s or board’s action or non-action is of a non-ministerial nature; provided that nothing in this division shall preclude any employee from performing the duties of his or her employment, or any village official from appearing without compensation before any village commission or board on behalf of the residents of the village in the course of his or her duties as a village official.
   (B)   No village official or employee may derive any income, fee or compensation from the representation of any person in any judicial or quasi-judicial proceeding before any administrative agency or court in which the village is a party, and that person's interest is adverse to that of the village.
