§ 34.16 PART-TIME POLICE OFFICERS; AUXILIARY POLICE.
   (A)   Part-time police.
      (1)   Employment. The Mayor and Board of Trustees may employ part-time police officers from time to time as they deem necessary and, in the case of emergency, the Mayor may appoint part-time police officers to do all things necessary to preserve the peace of the village.
      (2)   Duties. A part-time police officer shall have all the responsibilities of a full-time police officer and such specific duties as delineated in the General Orders of the Crestwood Police Department, but shall not work in excess of 1,560 hours per calendar year. Part-time police officers shall not be assigned to supervise or direct full-time police officers, nor be used as permanent replacement for permanent full-time officers. Part-time police officers shall be trained in accordance with the Intergovernmental Law Enforcement Officer's In-Service Training Act, ILCS Ch.50, Act 720, §§ 1-6.
      (3)   Hiring standards. Any person employed as a part-time police officer must meet the following standards:
         (a)   Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties;
         (b)   Be at least 21 years of age;
         (c)   Meet fitness standards established by the Police Officer Wellness Evaluation Report ("Power Test");
         (d)   Pass a medical examination;
         (e)   Possess a high school diploma or GED certificate;
         (f)   Possess a valid State of Illinois driver's license;
         (g)   Be a citizen of the United States;
         (h)   Any individual who has served in the U.S. Military must have been honorably discharged.
         (i)   If first appointed by the Mayor and Board of Trustees as a police officer or part-time police officer after January 1, 2013, have served the required probationary period as probationary part-time police officer pursuant to division (A)(5) below.
      (4)   Discipline. Part-time officers shall be under the disciplinary jurisdiction of the Chief of Police. Part-time police officers serve at the discretion of the Mayor and the Board of Trustees, shall not have any property rights in said employment, may be removed by the Mayor and Board of Trustees at any time. Part-time police officers shall comply with all applicable rules and General Orders issued by the Police Department.
      (5)   Probationary part-time police officers. No individual who has not previously been appointed a police officer or part-time police officer of the village by the Mayor and Board of Trustees shall be eligible to serve as a part-time police officer until such individual has completed his or her required probationary period as a probationary part-time police officer of the village. Probationary police officers shall have the same duties as part-time police officers, as specified in division (A)(2), and shall be subject to the same hiring standards and discipline standards of part-time police officers as specified in divisions (A)(3) and (A)(4), respectively. Provided, however, no individual shall be required to have previously served as a probationary part-time police officer in order to be hired as a probationary part-time police officer. The authority of the Mayor and Board of Trustees to employ and appoint part-time police officers specified in division (A)(1) extends to probationary part-time police officers. As used in this section, the term REQUIRED PROBATIONARY PERIOD shall mean:
         (a)   A period ending six months from the date of appointment by the Mayor and Board of Trustees in the case of an individual who has either:
            1.   Been awarded a certificate attesting to his or her successful completion of the Minimum Standards Basic Law Enforcement and County Correctional Training Course pursuant to ILCS Ch. 50, Act 705, § 8.1; or
            2.   Obtained from the Illinois Law Enforcement Training Standards Board a certificate:
               A.   Attesting to his or her successful completion of the part-time police training course prescribed by ILCS Ch. 50, Act 705, § 8.2;
               B.   Attesting to his or her satisfactory completion of a training program of similar content and number of hours that has been found acceptable by the Illinois Law Enforcement Training Standards Board pursuant to the Illinois Police Training Act, ILCS Ch. 50, Act 705, §§ 1 et seq.; or
               C.   Attesting to the determination of the Illinois Law Enforcement Training Standards Board that the part-time police training course is unnecessary because of the person’s extensive prior law enforcement experience.
         (b)   A period ending 18 months from the date of appointment by the Mayor and Board of Trustees in the case of any other individual.
   (B)   Auxiliary police.
      (1)   Appointment. The Mayor with the advice and consent of the Board of Trustees may appoint auxiliary police officers in such number as the corporate authorities from time to time deem necessary.
      (2)   Status. Auxiliary police officers shall not be "conservators of the peace" and shall only carry firearms with the permission of the Chief of Police and only after completing the state certified 40-hour mandatory Firearms Training Course as provided under ILCS Ch. 50, Act 710, § 2. Auxiliary police officers shall not be considered to be members of the regular Police Department, and shall not supplement members of the regular Police Department of the village in the performance of their assigned and normal duties except as otherwise provided herein.
      (3)   Identification symbol. Identification symbols worn by the auxiliary police officers shall be different and distinct from those used by the regular Police Department.
      (4)   Supervision. Auxiliary police officers shall, at all times during the performance of their duties, be subject to the direction and control of the Chief of Police of the village.
      (5)   Powers and duties. 
         (a)   Auxiliary police officers shall only be assigned to perform the following duties in the village:
            1.   To aid or direct traffic within the municipality;
            2.   To aid in control of natural or man-made disasters; and
            3.   To aid in case of civil disorder as directed by the Chief of Police.
         (b)   When it is impractical for members of the regular Police Department to perform those normal and regular police duties, however, the Chief of Police of the regular Police Department may assign auxiliary police officers to perform those normal and regular police duties.
      (6)   Hiring standards. No person shall be hired as an auxiliary police officer who has not been fingerprinted or who has been convicted of a felony or other crime involving moral turpitude.
