§ 33.054 POWERS AND DUTIES; LIMITATIONS.
   (A)   Generally. The Board’s powers and duties are to be governed by the provisions laid down by law.
   (B)   Appointment of full-time members of Fire and Police Departments. The Board shall appoint all full-time officers and full-time members of the Fire and Police Departments of the village, if any, except those appointments which the Village Board of Trustees may, by ordinance, otherwise provide. The appointments of the Chief of the full-time Fire Department, if any, and the Chief of Police shall be made by the Mayor and Board of Trustees.
   (C)   Annual report. The Board shall, on or before the last regular meeting of the Village Board in March of each year, make to the Mayor, to be by him or her transmitted to the Village Board, a report of its actions and duties, rules in force and the practical effect thereof, and may, in the report, make suggestions as the Board believes will result in the greater efficiency of the Fire and Police Departments.
   (D)   Limitations. The Board of Fire and Police Commissioners shall have no jurisdiction nor authority over members of the village auxiliary police or Volunteer Fire Department as provided in Chapters 34 and 35 of this code, and no regulation, provision or order of the Board of Fire and Police Commissioners shall apply to or regulate the conduct of, appointment to or removal of members of the auxiliary police or Volunteer Fire Department.
