(A) (1) The duties of the Development Commission are to encourage residential, industrial and commercial development of real estate in the village and in the unincorporated contiguous territory and to work in coordination with the Plan Commission.
(2) The capacity of the Development Commission shall be advisory only, with reports and recommendations to the Village Board.
(B) The Development Commission shall have no power to incur liability or, in any way, transact business for or in the name of the village.
