Vacancies shall be filled for the unexpired term of the member whose place has been vacated in the same manner as the original appointments. All of the members of the Commission shall serve with compensation, as provided in the annual appropriation ordinance, and they shall not be subject to removal by either the Mayor or the Board of Trustees, except for just cause and after public hearing.
