(A) A Plan Commission is hereby established and the word “Commission”, when used in this subchapter, shall be construed to mean the Plan Commission. The Commission shall consist of seven members to be appointed by the Mayor, by and with the consent of the Board of Trustees, who shall for four years, one for five years, one for six years and one for seven years; the successor to each member so appointed to serve for a term of five years and/or until his or her successor is duly appointed and qualified.
(B) One of the members so appointed shall be named as Chairperson at the time of his or her appointment and shall be appointed to serve for a period of one year and shall either be reappointed or a new member appointed to fill the vacancy.
